Abstract

This paper critically analyzes five key factors that have influenced the localization of the UN-2030 Agenda in the Yucatan Peninsula: the rivalry of diverse concepts of sustainable development among stakeholders, the built institutional architecture, the implemented governance, and public policies, and the challenges of the UN-2030 Agenda. A qualitative approach was selected to conduct this research. Data collection and systematization was conducted from February 2021 to February 2022 and includes primary (interviews and survey) and secondary sources (official reports, and other governmental information acceded through transparency law procedures). Analysis was carried out at the state level. Two are the most relevant results. First, so far, the UN-2030 Agenda localization in the Yucatan Peninsula has to lie in simple “green image” interventions, because in any case structural changes have been introduced in how the region development is conducted. In another hand, the homogenous utilization of “ODS accelerators” at the state level represents an incongruence with the complex problems that are experimented with in specific contexts within the broad state geographies. This approach reduces the effectiveness of the implemented actions and wastes all kinds of resources and opportunities.
